The Navi Mumbai CIDCO Housing Project, envisioned by the City and Industrial Development Corporation (CIDCO) in collaboration with Architect Hafeez Contractor (AHC), is among India’s largest affordable housing initiatives. Conceived under the Pradhan Mantri Awas Yojana (PMAY), the project delivers nearly 70,000 homes across 26 sites, addressing the acute housing shortage faced by low-income urban populations in the Mumbai Metropolitan Region.
Responding to rapid population growth, land scarcity, and rising housing demand, the project strategically utilises underused state-owned land parcels across Navi Mumbai—ranging from greenfield plots to railway forecourts and bus and truck depots. These sites were selected for their proximity to existing and upcoming transit infrastructure, enabling housing to be embedded within the city rather than pushed to its periphery. Crucially, original site functions are retained and integrated into the developments through careful planning.
The design framework balances high density with liveability, guided by principles of transit-oriented development, mixed-use zoning, and the inclusion of open and green spaces. Across varied site conditions, housing layouts prioritise connectivity, community spaces, and access to essential services, ensuring dignified living environments at scale.
To enable rapid and replicable delivery across approximately 5.5 crore sq ft of built-up area, the project adopts standardised building typologies and modular planning. Advanced construction technologies, including aluminium formwork and precast systems, support speed, quality control, and material efficiency.
Executed by leading national contractors, the Navi Mumbai CIDCO Housing Project demonstrates how architectural standardisation, infrastructure-led planning, and modern construction methods can collectively deliver affordable housing at an unprecedented scale—offering a replicable model for inclusive urban growth in India.
